Manager - Monitoring and Evaluation

Job Descriptions/ Responsibilities:

  • Supervise Upazila M&E Officers, providing oversight and guidance for routine field-level data quality assurance measures.
  • Develop and ensure implementation of routine monitoring data collection tools (quantitative and qualitative) under the guidance of the M&E Deputy Director.
  • Lead M&E training and capacity building of SAPLING staff (including consortium partners).
  • Coordinate closely with program leads and Managers to ensure use of data and programmatic adjustments as needed.
  • Provide technical assistance to program staff at the field offices in order to coordinate collection, compilation and feedback of field-based data (e.g. DIP, DAP, IPTT etc.) on a regular basis to monitor the SAPLING project.
  • Ensure M&E activities in the DIP and DAP are carried out with quality
  • Assist in preparing timely reports, including project/donor/government reports that are consistent with the approved SAPLING award and with GoB reporting requirements
  • Ensure data collection is conducted in a timely and quality manner on a monthly basis and share the analysis with District, Union and Upazila staff every quarter
  • Work closely with the program and partner staffs and provide support to maintain the data consistency and to ensure data entry of all field level data in a timely and quality manner into iStream.
  • This position will also contribute in the process to incorporate research findings and monitoring results into the project activities to ensure that SAPLING learns and improves from these activities.
  • Contribute in design & undertake special studies as per need e.g., Annual Survey, Endline evaluation, Case studies on special issues.
  • Perform any other duty as requested by the Director, M&E as well as COP.

  • Reporting to : Director - Monitoring and Evaluation
  • Duration : The project period is through September 2020; expected start date in March/ April 2019.
  • Scope of Work : Manager Monitoring and Evaluation (M&E) will provide support for both the quantitative and qualitative aspects of monitoring and evaluating for the HKI SAPLING project supervising M&E staff in the field, working with technical staff and collaborating partner with organizations.

Educational Requirements:

 -Masters' degree in a pertinent field (for example: statistics, epidemiology, public health, development and management, Rural and urban planning or related field.

Experience Requirements:

  • 5 to 7 year(s).

Additional Job Requirements:

  • Required:
  • A minimum of 5-7 years' work experience of monitoring and evaluation in development or food security related projects.
  • Knowledge of office systems, including experience with computer applications and statistical software (e.g. Access, Word, Excel, E-mail, SPSS/STATA, database management).
  • Experience working through partners both local NGOs/CBOs and GoB.
  • Willingness to travel to project sites within upazilas, unions and villages;
  • Based in Bandarban
  • Excellent communication skills, both oral and written;
  • Fluency in both English and Bangla languages
  • Good analytical and report writing skills with proven command of English and Bangla.
  • Established track record of achieving results within difficult working environments e.g. ability to multi-task and work under pressure and tight deadlines and with a team of colleagues;
  • Desired:
  • A clear understanding on and experience with M&E framework, tools, process, sampling, data collection frequencies and data sources, monitoring and evaluation of programs related to nutrition improvement, food security and gender activities at rural household level.
  • Experience with USAID projects, with Food for Peace projects preferred
  • Experience in quantitative and qualitative research, sampling methodology and data analysis.
  • Familiarity with electronic data collection methods
  • Excellent interpersonal and problem-solving skills.
  • Previous experience working in the CHT areas and/or knowledge of the CHT region;
  • Fluency in a CHT language is preferred.
